I have never had luck making ''brisket'' tender. I have tried the oven and on top the stove. Next week I want to try the ''pressure cooker or slow cooker''. Will the ''pressure cooker'' make it tender or tough? How long should I cook it, and low or high pressure, or should I just slow cook it for 8 hours? Which way will it be most tender? Thanks a lot!

Since it's almost St. Patrick's Day I presume that you want a corned beef brisket as opposed to a BBQ beef brisket.
Here is a fool proof recipe I have used for 30+ years.

3 pounds corned beef brisket with spice packet
10 small red potatoes
5 carrots, peeled and julienned
1 large head cabbage, cut into small wedges

Place corned beef in large pot or Dutch oven and cover with water. Add the spice packet that came with the corned beef. Cover pot and bring to a boil, then reduce to a simmer. Simmer approximately 50 minutes per pound or until tender.
Add whole potatoes and carrots, and cook until the vegetables are almost tender. Add cabbage and cook for 15 more minutes. Remove meat and let rest 15 minutes.
Place vegetables in a bowl and cover. Add as much broth (cooking liquid reserved in the Dutch oven or large pot) as you want. Slice meat across the grain.
Note: meat from a brisket is often chewey. The longer you cook it the more tender it is. But, it's still a rather grainy meat.
Don't throw out the broth that is left is makes a great stock for veggie beef soup.

The best way to make it tender is to boil it like a boiled dinner. Brisket is a very tough piece of meat and is best served after boiling it for several hours.

I just boil mine, and it always turns out tender.....I also make a little sweet and sour type sauce to go with it

1 or 2 large cans of petite diced tomatoes
a little water
vinegar
sugar
crushed red pepper
mix it all in your sauce pan bring to a boil and reduce heat, and let simmer.

this is really good with corn beef brisket, and cabbage
You will need to adjust your vinegar and sugar to your taste.
