What is a good program to create icon files?

I am looking for a program to create .ico files on a Windows platform. I have used IconCool some years before. Right now, I'm looking at IconWorkshop 6.0 but I don't have much knowledge on this however. Is there an industry standard?

There is a somewhat primitive program called imagedit.exe - I think it came with Windows, at least at some point. I've carefully guarded my copy over the years. If you don't find it on the computer, maybe look at www.microsoft.com downloads or Google it? (In a similar vein, there's aniedit.exe, which makes animated cursors - imagedit.exe makes not only .ico files but also .cur and .bmp)
