If the dog is a jack russel or rat terrier... tough choice, maybe the dog... just maybe..........

Otherwise, definitely cat.... heck, I've seen bigger dogs beat up by cats..... *I* have lost fights against cats and I am a little bigger than your average pet cat :-) I still have the scars to show

I have a dog and a cat that are the same size - and the cat always wins! The dog is afraid to look at the cat!

I think the cat would avoid confrontation, cats do that and that's why it's considered dogs win, because the cat runs away.

If the cat had no other way but fight for his life I think he/ she could easily take down the dog. No doubt. Have you seen those claws? have you seen how flexible and fast they are?, the cat could seriously injure the dog's eyes and mouth way before the dog had a chance to bite.

if you are referring to a confrontation than in most cases the cat actually will win. I used to breed Manx cats and my Tom will attack any strange dog without hesitation even if the dog is not posing a threat. A Manx will actually not scratch as much as use it claws to hang on while it bites the head and neck of a dog. This disorients the dog to the point that its concern is not trying to harm the cat but more trying to get away from it.
