It all depends on what terms of extradition New Jersey places on the Arrest Warrant. If New Jersey is willing to extradite you, yes you can be arrested in New York, and be held for extradition to New Jersey. If New Jersey isn’t willing to extradite (fairly common in many states for minor misdemeanors and traffic charges), no you can’t be arrested on that warrant in New York, however the warrant will stay active in New Jersey until you take care of it.
This is simplified answer so it’s leaving out the finer points, and of course if you want legal advice that’s worth the time spent reading it, consult an attorney.

If NJ knows where you are in NY, and it is a felony, they can go through the courts to have you picked up. If you get picked up for anything in NY, you get a free ride to New Jersey.

It depends on the severity of the warrant. They will not come to pick you up if it is a minor violation however if you get pulled over in NY and arrested they can send you there if they want to. It is up to them.

I believe NY and NJ have reciprocal extradition agreements
but it depends on the offense, for something minor I don't think they will.

It depends. If it's for a violent crime or other major felony - YES. If it's unpaid parking tickets, probably not. However, DON'T get pulled over ANYWHERE because once the police run your drivers' license, you're going in.
