Not in Excel. Excel is for spreadsheets, Word is for word processing, however, there is a way to "beat the system."

click on the "table select" button (to the left of A, above #1).
This should select and highlight the whole table.

Just to be safe, I suggest you copy.
Go to a new Word document and paste.
It will be a Word table.
Select the columns containing the text in which you want to change case and click Format, Change Case.

When finished, again to be safe, save the file to something like temp.
Control+A to select all
Copy
go to a new Excel worksheet and paste.

If you are a confident user, you could have cut and pasted all the way, but I have learned when dealing with a file that took a lot of time to formulate, it doesn't hurt to copy and paste to be safe. When all is well, just delete the unwanted stuff.

Yeah, do a "select all" and go to Format>Font> and select "all caps" from the menu, or uncheck it if you need to go to all lowercase.
