I am looking to live in SOMA/South Beach, Potrero Hill or Nob Hill and need to know the average time to get to the Bay Bridge from those areas and total time to get to Walnut Creek.

go to mapquest.com and go to directions.
put in the beginning city and the bay bridge and see how long/far it is.
Then put in the beginning city and Walnut Creek and see how long/far it is.
I'd do it for you but Im not familiar with that area of CA so if there are neighborhood issues through there I may not be able to solve the problem.

Mapquest will give you the amount of time in perfect conditions. However, it will depend on the time of day you're commuting. Especially now, since they're doing a new traffic diversion on the bridge.

However, if you're going in the morning you'll be doing a reverse commute, so it won't be horrendous. I'd allow about an hour (or more); it can sometimes get slow around the Caldecott Tunnel.

It takes about ten minutes to get to the bridge from those neighborhoods.

you might want to look into riding Bart instead of driving
I know the SFPD love to give out parking tickets
