You need to try and find him. If you can't find him soon, you need to contact your local shelter dog warden or someone in charge of animals in your neighborhood. Put up signs, and anything you can think of to raise awareness about your missing pet. Good luck and I hope that you find him.
My prayers are with you

He may come back. If you can get someone to drive you around, you can look in the area and take his collar and leash in case you find him. If he doesn't come back tonight, you can put signs up where allowed with a description of your dog and a contact number. You can do the same at some area supermarkets, vet clinics, shelters.
Any shelters/ or city dog pound in your area, you should check every few days.
I used to work in a place that had a Lost and Found Service.
It was amazing to me how sometimes animals were reunited with owners after weeks, months and even years in some cases.
Also, if someone tells you they found a dog and it sounds like your dog but they say it is a female, don't go by that necessarily. I once actually knew of a person that found a female dog and described it as a male because it was wearing a blue collar!
There may be some on-line lost and found services as well.
Good Luck with finding your dog. I hope he comes back to you tonight.
Sometimes it helps to put "Needs Medication" on the signs because a person who might pick up your dog and intends to keep it is more apt to return it.

Sitting on the computer asking questions isn't going to help you. You would have been better off heading down to where your neighbour saw him... immediately. He could be anywhere now. How come the fence didn't keep him in the yard?

go down every block, searh the beach cause lots of things they would get their attintion. listen for other dogs barking. that may mean yours just passed them. go down alleys. back of houses and just kep going down blcoks you been down before. If your dog travelded that far thenyour gonna have a harder time finding him.
Listen for other dos barking that a dead give away.
be ready for a chase cause he will run from you depending how excited he is out doors. so make sure you know thee area and can cut yards fast and take short cuts to cut him off fater and corner him.

Stay calm, call the animal shelter, pound, ect in your area. Second, drive around or walk around looking and calling his name. Third, you can place a lost add in the paper or post signs. Check back with animal control frequently.

How is it that you are on the computer looking for your dog that is on the beach?
I think somebody needs to hold your hand, dear, so you don't wander off. Goodness.
