Is your cat ageing? If so it seems to be pigmentation that starts to be seen more when cats age. If your cat is white around that area my suggestion would be to keep the cat out of the sun.
It doesn't seem to cause any problems it just seem to be more noticeable as they age.
if you cat is young it is probably the same thing it is just pigmentation on the skin, much like a freckle on our skin.

It just a skin thing. Like when a kitten is born and it's dark grey, then after a few days, you start to see the stripes form in. As they grow, the develop spots.
Our dog has one on her tongue, they said it was the food. Nothing bad. My cat has some too, no worries

my cat also has dark spots on his lips an din his mouth i got worried and took him tot he vet and they said usually it is just where they are aging and the skin pigmentation changes.

It's kinda like you having freckles...Just a variation in skin color, based on where the pigment ends up.
