I'll try to answer your question - but you'll have to know that I don't agree with two of your assumptions.
1) - God is a HE (I think It is a Power - I call it Love)
2) - There is a hell (I don't believe in hell - except the hell that you might make for yourself here on earth)
That said - here's how I truly believe it works...
God is all knowing. It knows it exactly what It's doing. I have faith that everything is at it should be at all times. I'm not always sure WHY things happen - but sometimes I do get answers later. Other things - I may never know while I'm here on earth.
God doesn't hate babies - or atheist babies or anyone. God is Love. It doesn't really make rules - It just is. It's there as Perfect Love - and it works through us.

God is God, He has every right to do what He wants with His own creation, and He does do what what He wants.
Isaiah 46:9-10

The fact that God would save even one undeserving sinner is amazing grace! He owes salvation to no one.
God shows mercy to some for His glory, and God shows just wrath to others for His glory.
Romans 9:18-24
Therefore He has mercy on whom He wills, and whom He wills He hardens. You will say to me then, "Why does He still find fault? For who has resisted His will?" But indeed, O man, who are you to reply against God?Will the thing formed say to Him who formed it, "Why have you me me like this?" Does not the potter have power over the clay, from the same lump to make one vessel for honor and another for dishonor?
What if God, wanting to show His wrath and to make His power known, endured with much longsuffering the vessels of wrath prepared for destruction, and that He might make known the riches of His glory on the vessels of mercy, which He had prepared beforehand for glory, even us whom He called, not of the Jews only but also of the Gentiles?

People aren't born athiests, and they have free will. God see's athiests as people led astray by Satan, blinded to the truth. He doesn't hold it against them. And just because someone is an athiest doesn't mean they still can't be a good person...
God has a plan for everyone, even athiests. It says in the bible that all things act toward the greater good even those acts that seem evil. Only God can see the bigger picture...

You are put here with free will. While God does know what you will do with this freedom, He will not interfere. You choose what you will believe and make of your life. The facts are out there and it's your responsibility to go after them. A "simple abortion" will land the mother in hell so it's just trading one soul for another. I don't think God hates atheists. I don't think God hates anyone. We distance ourselves from Him by our own choice. If we don't choose to be with him, we won't be.

We are here for God's purpose. I do not know why God allows so much suffering and pain. Children belong to God anyway, so they are going to be in heaven with Him. God uses His Word, other people, circumstances to communicate with us. He knows what He is doing. It might not be fair, but He knows how to have His job done without violating the free will. God gives life and He can take it away. His commandments does not apply to Him, they are made to protect us.

My friend, you misunderstand his intentions. The child shall be powerfully influenced around him and shall develop accordingly. However it all boils down to the individual. God gave us each a free will so that we may choose whether or not to accept him. People choose to believe or disbelieve in God.
An unborn child has no opportunity to make such a choice. I do not see the correlation of an adult who chooses not to believe and a child who has not had the opportunity to either believe or disbelieve.

"Atheist babies" don't go to hell, in my opinion. (I don't think there is such a thing as "atheist babies") God gives everyone a choice to believe in him or not to. Even if he knows, when you grow up you will choose not to, he gives you a choice. And because he gives you a choice, there is an age where you don't have the comprehension, to to so. So I believe all babies go to heaven, because they were just to young to make a choice when they died.

Babies are born innocent. I assume that every dead baby went straight to Heaven. How can a sinless being be punished? GOD loves us all, even sinners. It makes so much sense that HE would love an innocent baby. Babies aren't atheist, just innocent. GOD bless you!
