I have made it a policy not to be a walking money dispenser for the many homeless (or otherwise poor and begging) people in my area, but I would like to be able to direct them to more appropriate help.

It appears that the Philly homeless taskforce may not be functioning but you can call United Way for info on agencies serving homeless and indigent ppl. They can tell you who puts out a local help resources list that you can keep and give out to ppl in need. Also call the office of the superintendent of scools and find out who the local himeless student's liaison is and talk with them. They should have a wealth of info for you and probably have specific help sheets for homeless ppl with children. In Philly like the rest of the US the adult homeless are more visible but the average homeless person is a kid under 8 or 9 yrs old.

On a more personal basis fast food coupons, bus tokens,tare always good. In winter consider offering mittens, socks, or reflective survival blankets. Tiny pocket toys for the kids (like the ones that come on key chains, personal grooming kits, meal bars, a book that will fit in a child's pocket all will help a child survive being homeless.
