If you are looking for a mid size or large city, then Eugene would be it, just an hour drive to the coast. While Cannon Beach is Oregon's most popular beach, it isn't necessarily the best. It all depends on what you are looking for. In general the beaches in the northern oregon coast are busier, more touristy, and flatter. Beaches on the southern and central oregon coast are more rugged, (rocks interspersed with beaches), and also there are sand dunes between florence and Coos Bay.
If you want a small city/town, but one with plenty to offer and the feel of a real town (as opposed to a tourist stop), I would recommend Coos Bay. It is artsy, cultural for it's size, set slightly inland, but a 10-15 minute drive to the beach, with areas of the town much closer.
Also, my personal preference are the beaches that are by Coos Bay. There are four within a few miles of each other: Bastendorf, with a long beach, rocks to climb on at low tide, and a good place for dogs to run, also near a jetty. Sunset, which is the perfect beach for kids and family outings, with a sheltered cove, slightly sloping beach with no real drop off so it's perfect for kids wading. Shore Acres which has a lovely old flower garden (fee park). The beach is nice, and secluded, as it's a walk down to it, and the few from the top is fantastic, with the surf hitting against the rocks on stormy days. Then there is a viewpoint where you can see (and hear) sea lions, and Cape Arago Park, again with a secluded beach you must walk down to.
To be honest, all of oregons coastline is fantastic! And if you want less wind and warmer temps, as another answerer said, try Brookings!

Brookings is the banana belt of the Oregon Coast. Beautiful area with the best weather along the entire Oregon Coast. It's next to the Redwoods and the home of year round flowers. The beaches are fantastic and not crowded. It is six miles north of the California border and about 150 miles from Medford. Hope this helps.

Ok so I haven't lived there, but I love Lincoln City and hate to leave everytime I go. It has beautiful beaches and friendly people. It also still has that small town charm, but with the outlet mall, casino on the edge of town and plenty of recreation and things to do. Always thought I'd like to move there given the chance.
As for best beach, I'd go with Cannon, great sunsets!

I would say Seaside, Oregon, but Cannon Beach is probably the best beach.

My grandparents lived in Florence for a long time. It's nice. So is Lincoln city. I think Lincoln city has more things to do and cool places to shop. :)
