I have 2 deaf friends. Both can talk, but only 1 clearly. He had some hearing as a child. She had to learn by touching vocal chords and mimicking mouth and tongue placement. When she would get a sound correct, the instructor would tell her. It was long and tedious and she still has difficulty being understood by strangers and even by me sometimes.

They are a happily married couple, by the way with 4 children---all of whom have normal hearing.

Probably by someone else reinforcing the correct sounds they make with praise like a smile and a nod, and discouraging wrong sounds with a negative gesture like a head shake and a frown. If done in a teaching situation, over and over again, this method works as well as any for the totally and partially deaf.

Although there ears do not work, the skull acts as a drum or a recepticle for sound. Their ears may not work, but vibration can be transmitted through the skullbone. This is how Beetoven was able to continue to write music after he lost his hearing. A method for transferring sound to the skull is all that is needed, and voila!
