Are bumps normal? NO
You should have her seen to. However it does sound like it could be flea bites. However she may have got into a fight and it could be sores on her head.
What ever the cause bumps are not normal and it is to hard to tell over the Internet so best have her checked.

You have to find out what kind???
They just might feel like bumps because she she is not being combed/brushed enough. they could be just badly matted fur.
Again, they might be cancerous or benign cysts. If it is not the matted fur GET HER TO A VET STAT and find out if u care at all for her.

Well, what kind of bumps are they? If they are small round things they could be ticks or flea bites. Otherwise I don't know.
