It was the best of crimes, it was the worst of crimes!!!!!!!

I would say that disorderly conduct/disturbing the peace is simply the catch-all phrase that police use for charging something that does not have a specific statute but which unreasonably interferes with the daily function of society. Since all a police officer has to show is that there was someone affected by unruly behaviour that is how it is applied.

Research the actual statute/definition/penalties of disorderly conduct for your state. Your state's AOC (Administrator of Courts), Div. of Criminal Information, or State Clerk of Court may be able to provide you with some stats. It's a minor offense so you may not get many stats to work with.
