When God released those plagues he had a specific purpose in mind. Exodus 9:16 says:And in very deed for this cause have I raised thee up, for to shew in thee my power; and that my name may be declared throughout all the earth.
The Israelites of that time were God's chosen people because of being descents of Abraham whom God had made a covenant with. None of this was the case with the Africans enslaved in the Americas or the Jews under Hitlers regime. This does not mean that God was blind to the injustice and suffering of theseand other people. God has permitted imperfection and suffering for a long time from the human viewpoint, he will not allow bad conditions to go on indefinitely. The Bible tells us that God has a specific time period for allowing these things to happen.
"For everything there is an appointed time." (Ecclesiastes 3:1) When God's allotted time for permitting wickedness and suffering comes to its conclusion, then he will intervene in human affairs. He will bring an end to wickedness and suffering and will fulfill his original purpose to have the earth filled with a perfect, happy human family enjoying total peace and economic security amid Paradise conditions.
Proverbs 2:21, 22.

> why not in America when African-Americans were slaves
The Jews were G-d's chosen people. The African-Americans weren't. Besides, G-d had the north to scourge the south.

> why not to Hitler
That's a much better question. Been wondering that myself. Again, maybe G-d had given the will to the other people of other lands to scourge the evil in Germany. Worked much better than a plague of frogs, doncha think?

It was called the plague, and carried by two of the lowliest creatures on earth--the rat and the flea. I presume this took place to warn the Chiristians how far off base they had become.
