Stretch marks are when your skin loses it's eleasticity. Cellulite is fat under the skin. There is nothing you can do to "treat stretch marks."
Your skin, in those areas, is ruined. They might lighten up or shrink if you lose weight and over time but there's nothing you can do.

Stretch mares occur when the skin has been stretched over its limit. Being obese and then loosing a lot of weight and pregnancy usually result in stretch marks.
Cellulite is just fat sitting under the skin. It can be easily burned away with plenty of exercise and a good diet.
Cocoa butter and a lot of calcium does wonders on stretch marks.

cellullite is fat that is trapped between the muscle and the skin, the skin has some kind of a net pattern underneath, that's why it looks like the oranges' skin, the stretchmarks are caused by the skin stretching, this causes scars... it's very very hard to delete them completely, but you can prevent them from appearing by moisturizing your skin, drinking lots of water and have a diet rich in vitamin E , which keeps your skin elastic, the best way to get rid of cellullite is exercise and eating fiber that holds the fat you eat and keeps it from getting trapped under your skin.
