I hereby declare myself R&S Pharoh, in charge of ensuring that the sun rises and bringing the flooding of the Nile. I therefore call for the Aswan Dam to be dismanled, as it is interfering with my second duty. I also call for a jam scone to be delivered to my palace. Ta.

Since the Mayor was self-appointed, his ministers can appoint themselves to do anything!
Someone could appoint themselves to be Governor and then what would happen?!!?!?!
