All other paprika that I have tried have had a distinct flavor, but upon trying the smoked version it had a chili heat about it. Is this normal or have I bought crap?

Whenever I have used Smoked Paprika, I have not noticed it having any heat. The smoke is to add a deeper flavor and darker color, not heat.
