Um, you can't...? If the person doesn't like you, then the person isn't for you. Just be yourself, express yourself more, (maybe,) and you'll find someone. Or they could even find you. But no matter what you do, you can't force it. And You really just cannot change yourself for someone.

You've gotta get him interested. When you're pursuing a guy, make sure he sees what you've got to offer to the table and make him want it. Flirt with him, find out his interests try and hang out with eachother. Maybe the casual accidental bumping into him or something. Smile at him, make it shy, but flirty.

You've gotta give it away, but at the same time remain slightly mysterious.

You've got it, flaunt it girl, let him know what he's missing out on!
