i have a jpeg 1600x1200 dpi at 350 kb i need to get it under 250 and still be a jpeg.

Try lowering the pixels per inch. I've dropped from 1200 and 1600 down to 300 and even 96 and still got pictures that were the same basically in resolution.

the easyest way i know is by using hp image zone, if u dont have use photoshop, if u dont have photoshop, just go to pain. and load your picture, and use the select tool and reduce the size of your picture then save it. it should be smaller in size.

right click the photo and click edit, then image then stretch/skew. from there you can reduce it by say 50% or whatever you want
