Of course. Elections were held while Vietnam was going on. The same can be said for the Korean War, World War II, etc, etc.
I was taught that "there is no such thing as a dumb question". You have suddenly caused me to question that.

Pretty sure we just had one not too long ago. I think congress has turned over too. Based upon the last few years and the fact that the war has changed nothing in the way of elections I am going to say "yes."

Ok, since I know you know the answer now, this repsonse is for peach. Bush can't be re-elected anymore. So, what is he doing over there showing us anything? Were he not to care, he would just twiddle his thumbs and wait until 2008 and leave with a bog nanny nanny boo boo to all of us that elected him, or didn't, in 2004.

Bush has the power to suspend elections --indefinitely-- in the event of a "national emergency". With the proper "circumstances", Dub could be our last president . . . and our first dictator.
Does anyone remember that Bush moment, where he glowed like the sun, at the idea of being a dictator?

Yes, I believe it can. Why else would Mr. Bush be out there trying to make himself look good. He hasn't seemed to care up to this point.
