Yes, there is going to be some pain either way. When you get hypothermia, first you get really really cold. It will starting stinging. (Have you ever jumped into ice water?) It really hurts. It feels like you are being stuck with needles everywhere. Then you will start to shiver uncontrollably. Eventually, the pain will go away.

You can die of hypothermia, or you can drown, but you can't drown by hypothermia. Have to have fluid to drown. Now, if you are asking say if you fell through the ice, became hypothermia, and then drowned, yes, you would feel pain.

I don't think so. They'd be so numb and disoriented that it wouldn't even phase them.
