Yes it would be legal but the pencil must be wood. I have been checked my game commission officers with a wooden pencil in and I was find. But they do brake it a quick fix but if you can buy a real plug.

If it allows free movement of the magazine follower with out hanging up or jamming and allows for the right amount of shells to fit in the magazine as needed which you could cut down if needed, then yes.
Or you could just go to the hard wear store and get a wood dowel of proper size also.
Usually the proper plug is not that expensive, and if you would like to purchase it I listed two sights that I use for all my gun parts needs.
Hope I was of some help.

You will get a lot of different answers for this. I have bought two brand new shotguns and the "PLUG" in both of them was a simple wooden dowel rod with two small black rubber o-rings on it. One o-ring at each end.

So go figure.

No, just order a shotgun plug. Go to www.cheaperthandirt.com and buy one for $4. If you have a Mossberg, then email them your serial number and they will send you one for free.

A pencil is too thick and not long enough.

i guess as long as it can only hold 2 shells you will be fine. as long as your pencil is in when the game cop walks up. ;)
