I am fascinated by the thought of being restrained and tickled, but 1. I don't know why and 2. I don't know how to find some who would do it for me. Also if you are in a relationship and you are too embarassed to tell you boyfriend that you want to be tickled, is it cheating if you let another person who is experienced do it?

The tickling fetish is indeed a common one and the reason why it exists is a subject of much debate.
There are those who are ticklers who like to tickle and then there are those who are like you who are ticklees and enjoy being tickled. Of course there are those who enjoy both.
There are those for whom it is a strong sexual turn on and then there are those who just enjoy it very much without sexual stimulation.

You should not be embarrassed. It might even seem kinky to your boyfriend and he might even enjoy it. You just have to tell him seriously how important it is for you. You should try and satisfy some of his needs and fantasies first and then cash in your chips for a tickling session.
If you have this tickling need and you can't fit it into your relationship with your boyfriend, you mind as well look for someone else who is at least a little more open minded toward tickling.
As for male ticklers looking for female ticklees, I am certain that there are thousands out there who are really nice people with whom you could probably get along with very well.
If you look for another person without consent, well, yes, you are cheating. If it has no sexual content and it's just tickling I understand that there are clubs where people meet just to tickle each other without a sexual agenda. But even then you should talk to your boyfriend about it. You're just looking for trouble otherwise.

Do you have a boyfriend and you're just embarrassed?
If so, you should just bring up some childhood memories, and then say something about how you loved to be tickled when you were little and you haven't been tickled in forever.. and then if he doesn't say/do anything, just tell him it would be fun if he tickled you when you were least expecting it...
You can drop some pretty thick hints if you really wanted to...
