We live in North Carolina and have sooo many taxes it is impossible to live here on "normal" wages! We get taxed on our cars for the life of the car, state tax, property taxes in our area that increased 95%, etc. We are trying to figure out how we can get things changed or at the very least, lightened up a bit. Any suggestions (other than moving) are welcome! :o)

A petition doesn't change anything, it just tells whoever you send it to (a politician?) that the people signing it are in favor of a certain thing. It doesn't have any legal standing.

You'd write a paragraph or two and put it at the top of each page, describing what you want to happen. Then you'd put lines below for signatures. You could number the lines. Each line (one per person) should probably show the person's name (printed), complete address, and signature.

If you are trying to start up a referendum, each state has very specific laws on requirements, and on what issues are subject to referendum. I don't know about NC, but in most places, tax issues are not subject to referendum, but only to votes of the legislature. A referendum is a vote of the electorate on a certain issue.

You need to decide exactly what town ordinance you want to amend. State the Town Ordinance as currently written, then restate the town ordinance as you propose it should read (i.e. ammended). Then gather signatures from registered voters in your town. The amount varies with the size of your town but the more you can gather the weight your petition will carry. Submit your petition to the mayor's office or Board of Selectmen asking that it be included on next year's ballot. Be prepared to back your petition through a series of vetting reviews before it goes before the town for a vote.
