I am not sure if you are referring to anything in particular but in general, yes, I do.
I was a paralegal several years ago working on the defense side of a case for a topless dancer nightclub. The city was after him bad. They actually wrote up a whole set of health-codes just for his business. They made various stupid claims and one was that the dancers could fall off the stage and injure a patron and the stage needed rails to prevent such.
Another good example of your question is the smoke ban where I live. It is so extreme that you are not allowed to smoke in your car to and from or during the course of employment. You cannot smoke in your home if someone comes there to do any type of business such as: the meter man, lawn service, Avon sales or any other instance where your home becomes a place of business (self-employed or not). Possessing an ashtray in your car while parked in any public place is a $2000.00 fine.
So, yes, things are out of hand, really.

yes in my opinion they are we need some health and safety laws but now they are getting completely out of hand they are getting so bad that they are getting stupid and also the way that some people interpret them like the school master who made kids wear goggles when playing conkers I don't remember wearing them when i was a kid or anyone getting hurt by them and this is only one example

Yes... What happened to the good advice you use to get from your elders - They've all been sent to court, sued and violated. Now all you get is how clean is your house, Make sure your garden is bugler friendly just incase some ****-wipe stumbles over a brick while hes robbing your car..

Yes. Our contry's becoming more and more repressive to be in line with the European fascists.
They're taking our rights away piece by piece with more and more government interference in our lives.
Having defeated dictatorships in all the major wars we've been in, we're now letting it in through the back door.

Yes,
kind of like a bureaucratic version of litigation culture.
Saves people from having to be responsible for their own actions.

It's thanks to the Law change in 1996 which allowed ambulance chasers like "the National Accident Helpline" and "Injurylawyers4U" to screw everything up.
