He's somewhat of a goof but I don't want a kerfuffle cuz HNIC and Coaches Corner is tonight and I want to see the Habs knock out the Leafs (like a good 'pegger I'm rootin for anyone but Hogtown)."

Here's the translation:
They had cut off my unemployment cheques and welfare payments wouldn't arrive for another week. So I scrounged all the coins I could out of the sofa and walked a few kilometers to the Liquor store to get a six-pack of beer and a hip flask of liquor (unnamed), but settled for a case (24-36) of beer in cans and a 26 oz bottle and planned to get completely drunk.
It was an excellent plan, but I should have paid the electric bill, because the turned off the power and the water and now I'm all curled up in my woolen cap, long underwear and mackinaw (plaid wool lumberjack jacket/shirt) without enough money for a cup of coffee with 2 cream and 2 sugar and a jelly doughnut. I've got cigarettes though, and a ton of Kraft Macaroni and Cheese but can't cook it.
I'm late for paying the rent on my 1 room apartment so I'm avoiding my nasty French landlord because I'd promised I'd sign over my sales tax refund cheque to him when I got it from the Canadian tax department. He's a bit of an odd man but I don't want a fight because Hockey Night in Canada and Don Cherry's tv program: Coaches' Corner is on tonight and I want to see the Montreal Canadiens (hockey team) beat the Toronto Maple Leafs (hockey team) (like a good Winnipeg citizen, I'm cheering for anyone but Toronto!).

It's Canadian. Winnipeg, I think.
Twoonies and loonies are Canadian money. The Chesterfield is a sofa or couch.
A 'click" is a military measure of distance.
A "'pegger" is someone from Winnipeg. The Leafs would be the hockey team---the Toronto Maple Leafs. "Habs" is a nickname for the Montreal Candiens, another hockey team.

The hydro refers to electricity (generated by hydro power)
A bachelor is a type of apartment; GST rebate is a type of tax refund. Revcan refers to the Canadian equivalent of the IRS in the US.

Canadian money is often called the loony, so I'd imagine with "Loonies" in there that it's Canadian.
I have no idea what all of it translates to though.
