The worst thing a man can do is stare at a woman he does not know in a lustful manner. When I was younger I thought that this was the way to go, not realizing how uncomfortable it makes women feel. Smart guys will acknowledge your gaze and give you a sexy smile....if you don't return it they understand that you are not interested. When guys stare at you in that way there is know doubt that they have no clue about how the rules of attraction work. They are just ignorant...do not be offended ;)

I agree it's rude to stare. Which probably means the guy has no problem with being rude. Or he just doesn't know a better way of getting your attention. If it's someone you see everyday, ask him why he does it. That should jump-start his lips.

C. "I would stare back but I was raised with manners".
