Hi,
You are right to be concerned. This sounds very dodgy. This is a cell phone number and is likely to cost you a lot of money to call it, so don't. At the end of the day, if it is important or legit, they will phone you back at no cost to you!

The fact that they have called themselves "United Kingdom Regional Payment Centre", shouts bogus con to me. I have looked them up on http://www.companieshouse.gov.uk/ and they aren't listed. Basically they could be anyone and anywhere. In my opinion the company does not exist so if I were you I would ignore them and certainly wouldn't call them back.

I've found further information on this website:
In the UK the number reads 07040 111 608.
http://dmclub.net/numbers/07k.php
"These personal, mobile-style numbers (beginning 070) give you enormous business flexibility at no cost. They include free call forwarding to UK landlines, UK mobiles and landlines in over 180 countries."
"Reach out to your UK customers with a special UK number that diverts their calls to many countries ... at no cost to you "
This is because it costs the person phoning more money than usual.

Hope that helps,
Georgie.

The phone number looks suspicious and there is no entity called the United Kingdom Regional Payment Centre.

it is from a mobile
+44 is the code for the uk - a lot of phones already store the numbers in this format and them omit the first zero

eg the number would be a uk mobile 07040111608

Looks like it's a Nigeria-based lottery scam. the 70+ number is apparently the tip off. Good catch on your part. The site below explains it.
