No, I don't think so. There are even places in the United States that don't use daylight savings time, such as Indiana. When I lived in Korea, there was also no daylight savings time. I guess it is possible, but since I don't imagine there's much need for farming in heaven, I would say no. There's not.

No heaven of mine. I couldn't imagine life without it. DST is the reason I get up in the morning, my very reason for existing. Oh, how I love DST!
