Can you explain these ideas and why is the verb conjugated according to the subject and not the indirect object pronoun

Example of impersonal construction: "Se cree que la mayoría de las preguntas en Yahoo son estúpidas" (It is believed that most of Yahoo questions are stupid)

Example of unplanned event: "Iba a continuar explicando esto pero se me acabó la paciencia" (I was going to continue explaining this but I run out of patience).

Both the previous answers are correct. In fact, they complement each other as together the explain the use of "se" completely.

spanish reflexive verbs ends with se.

examples:

lavarse
to wash oneself (reflexive)

rascarse
to scratch oneself (reflexive)

in a sentence as an example:
i wash my hands... me lavo las manos.
he wash his hands... el se lava las manos.
