If yes , when should it be done. DOES STRETCHING HOURS AFTER THE EXERCISES HELP?
I read that stretching should not be done when the muscles are not warmed up, or else we end up breaking the muscles....Is tat true?

Stretching is wonderful for you! it helps relax the muscles and gives you time to cool down

YES, you should strech when your mucsles are warmed up..so after a work out, it's a good Idea to strech. legs abs, arm..just strech.
