A lot of pagan/alternative book stores offer classes as well as books and spell components. But you sound very vague about what you want to learn... chi is not magick. To learn about chi, you want a school of Eastern medicine.

The study of magick is not something that comes easy, nor, I suspect, is it anything like what you think it is. If you are serious about wanting to learn, I would suggest beginning with some basics - perhaps Liber Null, Crowley's "Magick without Tears," The Book of the Subgenius, or Grant Morrison's PopMagick, and work your way up from there. Don't expect any of it to make any sense at first; understanding is something that will grow over time as you continue your studies.

Magick is a combination of things. A library is a good place for some types of research -- however, what you are referring to is part of a religion -- it s the prayer, if you would, of the Wiccan faith. I recommend the Correllian Tradition if you are looking to investigate further.

Magick is never free. If you understand that, you have had your first lesson. If you are meant to find a mentor or group, you will find such. None who are legitimate will solicit you, or, try to proselytize you.
