Classic accidents changing lines or crashing from a behind a stoped vehicle. Officers may approach but they dont write a ticket to the obvious guilty driver when it is logic that this driver made an infraction

Accidents have a potential to be addressed in court by there insurance companies. There is no way for a police officer to issue a ticket when they didn't see the accident happen. The party at fault would be determined by a judge and eventually would end up paying. If there is an accident and it involves you being drunk or driving crazy, then yes the police can issue a ticket.

They didn't see it, so it's hearsay evidence. A lawyer would get them off anyway.
