There's a product w/ salicylic acid designed to prevent and treat ingrown hairs called Tend Skin.

Lightly and gently scrubbing w/ a loofah or exfoliating sponge (ex. Buff Puff) will help loosen them.

Wear loose fitting pants or skirts and avoid stockings/pantyhose/tights for a while to stop "pressing in" the hairs.

Stop shaving for a while to allow the hair to grow out past the skin's surface.

If you try to work with it yourself, chances are you are going to cause it to become worse. Go see a doctor and they will treat it for you. And they will give you something to help it go down, and hopefully not come back.

The hard little luffas. They work miracles if you ask me. Use everyday in shower. I no longer have them at all!
