I have been to a bunch of them. I'll rank them for you ...
1. Morton's - the best by FAR, as a previous answer also noted. It is on J street, pretty close to your hotel.
2. Rainwater's on Kettner - Nice atmosphere, but not as good as Morton's in my opinion.
3. Ruth's Chris - Noisy, good food, and expensive. It's on the embarcadero by the Cruise Ships, so it also has a nice view.
4. Flemings - This place sucks (I went there for the first time this past Sunday, also my last). The food was good, the service was terrible, and every bit as expensive as Mortons. I guess you can take the waiter out of Outback, but you can't take Outback out of the waiter! If you're still interested in going to this noisy cesspool, it's on 4th and K.
There are others, but these are all reasonably close to your hotel. Enjoy your stay!

That depends on what kind of steak you are looking for...
Mortons is just a classic and very delicious...i love the lobster bisque there too...just a side note.
The best double filet mignon i have eaten though was at LG's steakhouse on 6th and F i believe. It was simply phenomenal...like mouth watering good...
Now Rei Do Gado on 4th and Broadway (across from horton plaza) is a brazilian steakhouse that is all you can eat and quite delicious as well (i recommend ordering a caipirihna drink as well)...

My favorite downtown restaurants are not steak houses. they are
1) Rama Thai at 327 4th street, the best thai downtown, and
2) Indigo Grill in Little Italy, a southwestern eclectic run by Chef Debra Scott, one of San Diego's finest.
If you must have a great steak, I recommend taking a cab to Harbor Island (near the airport), and going to Island Prime - better than any of the chains for steak.

All the obvious ones-Mortons, Ruth's Chris, Flemings, The Plam-but a SD native that you migh tlike is Rainwater's on Kettner (downtown by the train station) or Bertrand's at Mister A's (Bunker Hill)-hands down the best for food AND view!

LG's Prime Steakhouse
RUTH'S CHRIS (you can go to in any major city, the one here isn't anything to write home about because when you are finished w/ dinner you still have to cab it back to the Gaslamp.)
GREAT RESTAURANTS: The Oceanaire Seafood Room is exceptional beyond description.
