Try your county Dept of Social Services

Call your local Legal Services Agency and ask. Legal Services agencies assist low income and/or indigent people and people who have disabilities. I'm not sure if you can get assistance with a/c but it won't hurt to ask. A/C is a luxury and not a necessity. Good luck.

Is this person already on disability? If not, then they need to apply for benefits first

If they are already on disability and they have difficulty breathing, they will need a letter from their doctor stating that it is medically necessary. There should be info on such things on that link.
