I'm trying to diet and want to understand what waist size I should be as I'm losing weight. If someone is 5'9" and weighs 190, what waist size should they be? And so on.

That's hard because every body is made differently. It is also hard to judge because muscle weighs more than fat. So if somebody is 190 and built like a tank, they may have a smaller waist than somebody who weighs 190 and is nothing but pudge.

It all boils down to how you want your body to look.

Your ideal waist size is about 32". But are you asking what your actual/current waist size is? Cause that would be kind of a dumb thing to ask, so I hope I am misunderstanding your question.
Anyway . . .
Here's a link where you can enter your wrist circumference and get the ideal "artisitc" proportions for your frame size.

But you might want to go by fat calipers too- cheap at a pharmacy. You can measure fat lost as you go along. Good luck!

Well for a male, 30-34 inches is a good place to aim for.
