In California, it is illegal to shoot any dog unless it is doing actual damage to livestock or threatening a human...the 'shooter' must show proof of harm.
Have her call the county sheriff to lean what laws are in her area. Here, in Oregon, it is illegal, and would be an automatic jail term. My neighbor shot my dog with a bee bee gun, and got 23 days jail time, plus 2,500 fine.

it is animal cruelty but the dog should have been on a leash so it is your Friends fault for not having the dog on a leash which led to the dog trespassing and being shot. the owner of the house where the dog was shot should have just led the dog out or called the dog shelter not shoot it. it would also be animal cruelty if the dog got loose and ran off and not be a "stray".

The dog should have not been allowed to get into the farm especially if the owner knew there were farm animals nearby but the farmer should have noticed the dog was doing no harm and even if it was shooting it was wrong! Is he allowed to have a gun?
No animal should be killed without doing it humanely and for a proper good reason!

A good pet owner will supervise their dog, not just let it run wild, which is what caused this to happen. Maybe your friend should learn how to use a leash and walk a dog before being allowed to have one. Shooting the dog was horrible, but it was certainly your friend's fault for letting the dog run.

Yes i think this is Animal Cruelty because the dog was doing nothing and the owner shot him for no good reason...when he could have just took him back to the rightful owner.

In some localities it is legal. The owner of the property may not have had a way to know if the dog would cause harm and Im sure it is a she said he said issue right now.

It depends if the owner thought the dog was causing or would cause harm to his goats. The dog was on his property ...but did he know who's dog it was? If he didn't then maybe in his mind he thought it was right to kill it.

Your friends dog should not have been offleash, unsupervised. He's your friends responsibility.
The man who owns the goats has the right to protect his livestock and property.
A sad case for all, especially the poor dog. If you feel you must lay blame, I'm sorry, I put that on the owner of the dog.

Yes, it is cruelty, but is the case went to court it would be hard to prove the dog was doing no harm. The person who shot the dog could easily say that the dog was trying to attack.

It is sad and stupid yes but the dog was on his property and for sure the law was on his side especially since he had livestock.
