over the fence and make him retrieve it like a dog repeatedly!!! how would this "exercise" make this recruit a better "Marine"?

It is maybe that the recruit is not with the program. This is a punishment. Maybe, the recruit deserve it.

I think there is more to this story, I am going to guess that the recruit didnt know where his helmet was to begin with and the DI found it. That is a good exercise chances are the recruit never lost his helmet again and was more accountable for his gear.

That is the way it works most of the time in bootcamp you mess up and your embarassed and you dont mess up again.

actually several ways.
By giving the order, it teaches obedience (you do not want to go to war with a disobedient soldier unless you want to die)
By making him retrieve it repeatedly it teaches Humility. He is no longer an individual but a part of a team and he needs to learn he is no more superior than anyother team member.
By making him jump the fence it is a repeated physical strain and training.
Overall, it it making sure he knows how to do his job without questioning it as long as it is withing boundaries.

DI's are people too so i'm sure there are those who abuse rules and recruits. however bootcamp is talored to create stress and screw with the recruits head for lack of a better term. when my bro was in they would anually shout "terrorist" and the recruits would have to subdue the random target. pointless, yes, unpractical, yes, but it did teach a lesson. not sure what that was and neither does my bro but im sure there was one...I think?

I find it hard to imagine that you could possibly have successfully completed boot camp.

You're a whiner. No Marine I ever met was a whiner. I suspect you washed out before you could be expected to understand the answer to your question.

The point of that exercise is to correct whatever the deficiency was. In short if you don't like this then get your **** together and stop screwing up.

Boot camp isn't about fairness

because they are always asked to do mindless activities without questioning orders (iraq)... so i guess it's good practice!
