My neighbours are absolutely horrible. Besides the constant pounding music, screaming, yelling, and parties, they let their 3 pitbulls run wild without leashes. Not only am I concerned for their 3 yr old child's safety, but also for ours and the rest of our neighbourhood's. Besides safety, when they run into our yard, they use it as a toilett, and their urine often kills the plants there. I know problems come in the territory of living in a bad neighbourhood, but it needs to stop. It's just rude. If we call the police, can they legally make it stop? I live in Michigan and the leash laws here are kind of ambiguous, so if anyone knows, please tell me :)

Summary: This section of the Dog Law of 1919 provides that any dog over six months must be registered and wear a collar at all times. It also mandates that female dogs in heat must be kept on their owners' premises or restrained on a leash.

The overall leash requirement is less clear, stating that it is unlawful for an owner to allow a dog "to stray unless held properly in leash." This does appear to mandate a statewide leash requirement for dogs, however.

I would suggest a telephone call to your local law enforcement agency and ask for their guidance. If they are unable to assist you, contact your district attorneys office.

No, Frankly, you should save up your money and move. What do you gain by reporting these wonderful neighbors to the authorities. They are probably up when you are asleep. Slashed tires, other weird happenings. You are in a bad spot and you should not have to put up with it. You need to get out.
