If it's a Cable company - Good luck! (Gone the same way as SKY ONE!!!)
If it's BT - first check it's not your own installed wiring (if you have any) then check you telephone - take it to a friends next door etc.. any operator.
If it's your line (by eliminating the above), use the bt.com site, you can have your phone checked automatically without speaking to anyone, book an appointment etc..
Or use a friends phone / mobile 0800 800 151, most of it is automated, but very simple.
Note the date and time you reported it along with the 'fault report number' as BT guarantee to respond within a certain time, if not they pay compensation - see the front of the phone book.
They have been excellent with the one and only fault I've had (due to Cable TV digging through my telephone line!!!!)

plug a phone into the network interface (gray or white box outside your home, or in the closet in apartment buildings, usuallay) if you are getting dial tone there, then the problem is inside, possibly on one of your phones, if you are not getting dial tone there, then call your local phone companys repair department..
a quick test to see if you have a short or open... dial your number from a cell or other number.. if you hear ringing there is an open.. either your phone wire is cut somewhere, or not connected to the jack, or most likely the trouble is outside.. if you hear a regular busy signal, most likely it is one of your phones, unplug each phone/modem/fax etc. one by one untill the trouble goes away, if that dosent work the trouble is outside.. if you hear a fast busy then more then likely the trouble is outside...

Try 0800 800 151 if with BT. Engineers will test your line.
Or go to www.bt.com and click on report fault - that will run test on line for you!
Hope helps!

If it is a BT landline call 151 from another phone and choose the option where 'this is not the number you are calling about' you will then be asked to input the number you are querying and then they will check it for you :-)

well, when I had phone problems, I called the phone company from a friend's and they did a test from the office and then sent someone out to fix it the next day.

Daft question, but is it plugged in? Take phone to freinds and plug in to eliminate phone fault. Or try another phone in your socket. If not faulty phone dial 151. Thats presuming you are in UK.
