I would let them know due to the fact you never know when something is going to happen.....If something happened to you wouldn't you wont everyone to know how you feel about them....

i don't think it really matters who says something first cause one thing is for sure you can't always hide your feelings for someone! if you don't like to have your felings bottled up tell him or her or even somebody before yoiu explode...........
