That is absolutely normal with puppies when they are young and together as a litter, even females will hump sometimes, it is a way they sort out the pecking order of the pack , much like wrestling to determine who is the strongest, also playing is part of the way to sort out the hierachy of the litter it has nothing to do with sex.

It is not a behaviour issue at that age at that age, and in every single litter their will be one stronger more confident dog(dominant) in a litter. Being dominant is not a bad or evil thing, it simply indicates that the pup is confident, intelligent, sure of himself and born to be a leader, they often make the best pets as a result

I agree, this is a dominance issue right now. But if he's already showing signs, then some immediate training needs to take place and he needs to be neutered as soon as he can be...usually at 4-6 months old.

Get your dog neutered as soon as you can drive over to the vet to curb his dominance issue and prevent unwanted liters.

Its dominance humping now.
Get him into some obedience classes asap though, he needs to cut that out immediatly before someone thinks he's attacking them or their dog.

it is instinct for both males and females; about 6 months dogs mature sexually, give or take ; just a no to let dog know unacceptable but they will all do it even into adulthood
