Are there any pet stores where you can acutually see dogs anywhere in the DC Metro area?

Hmm. Now that you mention it, I don't think I've seen a pet store in DC. I lived in DC for over a year, and I really don't think I once saw a pet store. Strange. I guess I never thought about it!

You can, however, check out the Washington Animal Rescue League: http://www.warl.org/ . They have wonderful dogs there. Just go north on Connecticut Avenue (past Woodley Park, etc). Here are directions to the shelter: http://www.warl.org/about/directions.php

You should adopt from one a shelter instead of a pet store anyhow :)

Good luck!
