Something just like this happened to me. It happened last year in my first year at college. I had a friend that i met through a friend. She at that time has a boyfriend and the main thing we talked about was how horrible her boyfriend was for her but she would not leave him. In terms of testing the relationship between the two of us, for the first month or so there was nothing but friendly contact. After about two months she started saying "I heart you" which i just like you could not decide if it was an act of friendship or of love. As time went on, although she had a boyfriend at the time whom was psychotic to say the least she began to do un friend like things, such as putting her arm around me and resting her head on my shoulder. Much like you are describing we hung out allot and it just never seemed to get to the next level by itself. Believe it or not what i found was a really good way to get the message across of telling someone you like them is INVADING PERSONAL SPACE. What i am talking about is moving into her comfort zone and seeing if she repels away if she has no problem with you going into her space first put your hand on her thigh "not too close to you know where" and then start innocently fumbling with her hand. My best advice to you is not to wait but to take immediate action to try to invade her personal space. After i invaded the girls personal space we became much closer and she eventually broke up with her psychotic boyfriend and began becoming more "touchy feeley" with me. We then wound up as a couple without even professing our love to each other aloud. So my best word of advice to you is just to invade the personal space and you will not have to say a word because if there is chemistry and it is meant to be it will happen anyway.

Let's talk a bit about ATTRACTION. Attraction is a bizarre process. It happens for reasons that are difficult to explain to a person who has a "bad model" of how it works. But let's just say that if it DOES happen, you want to AMPLIFY it. You don't want to WEAKEN it.
One of the problems with "telling her how you feel" is that it instantly changes the dynamics of the situation.
When you say "I like you", in her head the woman hears:
"He is admitting to me that he likes me, which gives me all the power, which, for some strange reason, makes me not like him as much anymore."
I realize that this sounds crazy, and doesn't make a whole lot of "logical sense", but it's what usually happens.
If you want to "tell" a woman that you "like her", the best way to do it is to ADVANCE PHYSICALLY. In other words, TAKE THINGS TO THE NEXT LEVEL. DO something, don't SAY something. Words are to be used when ACTIONS don't work better. And this isn't one of those cases.
But DO NOT "tell her how you feel".
Remember: Do it with your ACTION, not with your WORDS.

Is she dating anyone? If not, go for it! I would take her out to somewhere that she just absolutely loves to go....dinner, moives, dancing....whatever..... I would just come out and tell her. Like, say we have been friends for a long time and I have grown to care alot about you, more then a friendship. I would like to go out on a date with you. And see what she says. She can say yeah or nah. Just make sure that if she says Nah, that you are able to continue the friendship.....Good Luck!

Send a huge bouquet to her house and include a message: 'I miss you so much when you are away. I like you more than you can know. Affectionately, ------(your name).' See what she says. I know she will think about it.
