block the computer for a specific period of time. (program)?

I am looking for a program that can to block the computer for a specific period of time.

I want my children to study for 4 hours a day and I want the computer tho be blocked for this time. Because I am at work....

You can do this from within XP, but it's not real obvious how to do it.

You might be better off using a program specifically like http://www.pchomesoft.com/setting_time_usage_on_a_computer.html which also tracks what they are doing, not just controlling the time they are online.
