I doubt you will be able to find a free lab---and if you do the price to keep it may be higher than you can afford.
Labs are prone to many health problems including hip dysplasia (HD) and good breeders (who charge hundreds of dollars) screen for these health problems.
If you get a cheap lab puppy and he turns out to have HD you could have a choice of a crippled dog or a HUGE vet bill.
If money is tight I would suggest trying to find an adult rescue dog that is already spayed or neutered and healthy. It will cost you a few hundred dollars, but it will be less expensive in the long run.
Before you get any dog you should consider how much it will cost to keep a dog and make sure you have the money to pay for annual vet bills, heartworm meds, food, flea/tick stuff and other incidentals.

You more than likely will not find a purebred lab puppy for free. I did get my purebred yellow lab (he was 2 at the time) for free but it was a my husband's co-worker's friend's dog. He really is a great dog. But just remember, the dog may have been cost-free but his vaccinations, food, toys, etc all cost money.
You may possibly find an older puppy for low cost.. like maybe just under or around 1 yr. Try http://www.craigslist.com . You are unlikely to find one free anywhere, though as laboratories and dog fighters will pick these free dogs up and use them for inappropriate purposes, so animal groups suggest a fee of some sort.

You are probably not going to find one for free unless you have a friend who wants to give you one, but there are pleanty of Labrador Rescue organizations as well as local shelters where they are lower cost to obtain. Usually older dogs, though - EVERYONE wants a puppy...
If cost is an issue, be careful - dogs are a constant expense - food, veterinary costs, etc., so free initially, doesn't mean free forever...

Look in the want ads for free dogs. Don't limit yourself to a purebred black lab. I have had "Phoebe", a great dog whose a lab mix, for 7 years and she is an awesome dog. Look for the mixes that people give away and be prepared to pay for the vet bills and you will be blessed with a great new companion.

There are soo many lab mixes (and some Labs as well) in shelters - if I were you I'd look at your local shelter or go on petfinder.com.
If you do decide to get a purebred, be aware that they are an overbred breed. You would most certainly have to pay for one, and you'd need to be selective about who you buy from.
Why is it so important that the dog be free?

Go to a local animal shelter, there are plenty of dogs there. there is a large chance you will, i work at an animal shelter and black puppies are a very common thing to see. If you don't find one im sure you will fall in love with another dog there. There are millions of options!

I don't think there is such a thing as a free dog. You could check the local newspapers, but I doubt it. Almost all shelters require you to pay an adoption fee. You could probably get an older dog much easier from one of the labrador retriever rescue groups but even they are going to ask you to pay a fee.

You are unlikely to find a totally free labrador as they are very desireable, especially if they are puppies.
Try www.petfinder.com, they list puppies in shelters (you can search by age and breed). They will typically ask for a fee to cover their costs which is a lot cheaper than buying from a breeder.

I got mine at an adoption booth at PetsMart....I love her! Your local animal shelter might have a website, try there. Its not FREE but owning a dog never is....
Please do some research if you haven't already. My dog has hip displaysia, which is common in the breed, she has to have special vitamins and extra check ups.

You wont be able to find a free dog anywhere, not unless someone is moving or can't keep their dog, they would be the only ones likely to give a dog away for free.
But look and see if you have something like Animal Aid in your area, the dog should then only cost you around 60 dollars or so, that hot we got my pit-mix dog.
