I think he was a drunkard and he was mad at Ham because Noah wasn't completely drunk when he did it so he remembered it that time.

The Bible only mentions that he drank that one time, so he must be a social drinker. But he wasn't mad at Ham. He was mad at his other brothers for NOT covering up his nakedness.

Ham was gossiping about his father being drunk & naked rather than covering him (so Han "dishonored" his father before his other brothers).
It appears that Noah was a social drinker, since all that we know is that he got drunk that one time.
