i have to mail a scholarship by the 16 and i was planning on mailing on the 13

Probably one day, two at the most, but bear in mind you are mailing it to an office--it may take a week for the letter to go through their mail system.
Also, don't count the weekends--I'm talking business days.

Depending on what time the letter is mailed, it will take 1-3 days.

My suggestion- go directly to the post office and mail your letter from there. If you put it one of the public boxes, that will add an additional day on for delivery. (usually) And, mail it BEFORE 5 pm.

So, today is the 13th of March, get that scholarship letter in the mail ASAP.
